U.S. Attorney General Eric Holder announced the offer Thursday morning with Wells Fargo, Bank of America, J.P. Morgan Chase, Ally Financial and Citigroup.</p>

			<content:encoded><![CDATA[<p>D.C. Attorney General Irvin B. Nathan said bus drivers utilized by the Office from the State Superintendent of Education are some of the top 10 offenders inside a scheme to gather unemployment benefits while still holding their jobs.</p>
<p>Nathan described a significant offender being an individual who fraudulently<br />
D.C. Attorney General Irvin B. Nathan in the office in July. (Bill O&#8217;Leary &#8211; WASHINGTON POST) collected unemployment benefits for over a year. He explained among the top ten, six are OSSE employees and 2 are employees in the University from the District of Columbia. He explained the OSSE employees were mostly bus drivers. OSSE provides transportation for special education students in D.C. public schools.</p>
<p>On Monday, the District government suspended nearly 90 employees for finding the payments. Another 40 former employees were also implicated. City officials estimate that $ 800,000 in benefits were doled to working city employees since 2009.</p>
<p>“The most egregious cases is going to be referred to prosecutors,” Nathan said in the mayor’s bi-weekly news conference Wednesday.</p>
<p>Nathan said workers who received payments signed documents claiming that they are unemployed, which may put them in violation from the city’s False Claims Act.</p>
<p>“In every case, we&#8217;ll try to obtain the money back,” he explained.</p>
<p>Nathan said there doesn&#8217;t appear to be a “ring leader or collusion.” Instead, employees saw an opening and took advantage, he explained.</p>
<p>Lisa Mallory, director from the D.C. Department of Employment Services, said some employees happen to be terminated since Monday but she would never know how many.</p>
<p>She said most employees were positioned on administrative leave, stretching to fifteen or Thirty days, depending on their contracts.</p>
<p>Nathan said the town did not wish to risk lawsuits from employees who could declare that the city didn&#8217;t follow policy within their terminations. Each employee continues to be given the chance to “explain in writing what went down,” he said.</p>
<p>“We are likely to give them due process,” he explained.</p>
<p>Mayor Vincent C. Gray (D) attributed the alleged fraud to poor supervision from the benefits enter in the past. “The controls were insufficient,” he explained.</p>
<p>Mallory said a U.S. Department at work grant allowed the use agency to set up the technology and increase controls that began detecting fraud this past year.</p>
