<p>Mayor Vincent C. Gray welcomed about 1,800 District residents to the Walter E. Washington Convention Center on Saturday for a citizens’ summit, an event praised for engaging the public but criticized for its $  600,000 price tag and seeming bureaucracy.</p>
<p>Grouped at numbered tables as if at a banquet, participants prioritized the city’s issues, ranking the lack of affordable housing and corruption first and second, respectively. They also discussed ways to improve public education, create jobs and dispose of vacant city property.</p>
<p><a name="pagebreak"/></p>
<p>Using wireless devices smaller than calculators, participants voted on the priorities and ideas with results appearing immediately on large screens.</p>
<p>“This is real-time, grassroots democracy, D.C. style,” Gray (D) told the crowd.</p>
<p>But some participants questioned whether their ideas would be implemented while others wondered whether the “One City Summit,” was actually stuck in the past even as it used high-tech devices and was streamed live online.</p>
<p>When the One City Summit began, electronic devices and tweeting were prohibited, according to Carolyn J. Lukensmeyer, founder and president of America Speaks, the nonprofit that facilitated the event. The announcement drew outrage among tweeters — inside and outside the event — and resulted in a reversal by the Gray administration and America Speaks.</p>
<p>The Gray administration acknowledged <a target="_blank" href="http://www.washingtonpost.com/blogs/mike-debonis/post/vincent-gray-resurrects-the-citizen-summit/2012/01/23/gIQAYlmpLQ_blog.html">the summit was a throwback</a> to the administration of former Mayor Anthony A. Williams, a two-term mayor who often had to fight the perception that he was aloof. Williams held four similar events during his tenure, which were facilitated by America Speaks.</p>
<p>In 1999, Williams wore a plaid shirt and khakis, an everyman outfit. Gray appeared Saturday in a sports jacket and tieless.</p>

<p>D.C. Attorney General Irvin B. Nathan ruled Thursday that a proposed ballot initiative to ban corporate donations to city candidates can move forward, saying the proposal is a “proper subject” to put before voters.</p>
<p> The ruling appears to clear the way for supporters of the initiative to start collecting <a target="_blank" href="http://www.washingtonpost.com/blogs/mike-debonis/post/initiative-seeks-to-end-corporate-giving-to-dc-campaigns/2012/01/17/gIQAJLZN5P_blog.html">the 22,000 signatures needed</a> to get the question on the November ballot.</p>
<p> In response to a question from the Board of Elections and Ethics, Nathan said the “Fair Elections to Restore Public Trust” initiative would not conflict with the 2010 <em>Citizens United v. Federal Election Commission</em> Supreme Court ruling that found personal political contributions are largely free speech.</p>
<p><a name="pagebreak"/></p>
<p> Nathan said the ballot initiative meets constitutional muster because federal appellate courts have maintained that corporate contributions can continue to be restricted.  Nathan cites the 2003 <em>Federal Election Commission v. Beaumont</em> case.</p>
<p> “The court held that contribution limits, up to and including complete bans on direct corporate contributions, are constitutional if they are ‘closely drawn’ to match a ‘sufficiently important interest,’ ” Nathan wrote to Kenneth McGhie, general counsel for the elections board.</p>
<p> Nathan added, “Following Citizens United, at least two federal appellate courts have evaluated and rejected the argument that Citizens United implicitly overruled Beaumont, and sustained bans on corporations and other business entities contributing to candidates.”</p>
<p> Frustrated by corporations’ ability to funnel multiple donations to candidates through limited liability contributions, Ward 1 activist Bryan Weaver and Ward 7 Advisory Neighborhood Commissioner Sylvia Brown proposed the initiative last month.  They formed the Committee to Restore Public Trust, which has the support of D.C. Council member Tommy Wells (D-Ward 6).</p>
<p> In their filings with the Board of Elections and Ethics, supporters said a ban on corporate giving would align the District with federal law while also guarding against so-called “pay to play.”</p>
<p>Under the city charter, a measure can be petitioned onto the ballot as long as it does not appropriate money, “negate or limit” a council budget act, or violate the city’s Human Rights Act. Nathan ruled that there would be no such conflict with the “Fair Elections to Restore Public Trust” proposal.</p>
<p> “The provisions in the proposed initiative that relate to contributions … are all related to a valid government interest as described by the Supreme Court,” Nathan wrote.</p>
<p> Currently, the District allows business entities to donate directly to political funds — including campaigns, transitions, constituent services and legal defense funds — subject to the same contribution limits that apply to individuals</p>
<p> Before supporters can pick up petitions, the Board of Elections and Ethics will still have to a hold a public hearing to vet any concerns about approving the referendum.  Supporters would then have 180 days to collect valid signatures from 5 percent of registered voters</p>
<p>So far, there appears to be limited formal opposition to the proposal, and odds appear to heavily favor passage if it lands on the ballot. But opponents could argue that the measure is unfair because it does not seek to ban contributions from labor unions.</p>

<p>District homeowners are eligible for an estimated $  40 million from <a target="_blank" href="http://www.washingtonpost.com/business/economy/26-billion-settlement-announced-on-foreclosure-mortgage-fraud/2012/02/09/gIQABVJN1Q_story.html">a landmark settlement of more than $  25 billion</a> with five banks over fraudulent foreclosure practices.</p>
<p>U.S. Attorney General Eric Holder announced the deal Thursday morning with Wells Fargo, Bank of America, J.P. Morgan Chase, Ally Financial and Citigroup.</p>
<p><a name="pagebreak"/></p>
<p>According to a news release issued by the city’s Office of the Attorney General, the city government will receive a $  4.6 million payment while local homeowners can tap into $  40 million, but it “will depend on how many D.C. homeowners choose to participate in the principal reduction and refinancing programs.”</p>
<p>Local homeowners who lost their homes to foreclosure from 2008 through 2011 could be eligible for cash payments.</p>
<p>“This settlement is a strong win for consumers,” Mayor Vincent C. Gray (D) said in the news release. “Even homeowners who don’t receive direct monetary benefits under the settlement will benefit as the reduction in unnecessary foreclosures helps to stabilize communities and the housing market in and around D.C.”</p>

<p>D.C. Attorney General Irvin B. Nathan said bus drivers employed by the Office of the State Superintendent of Education are among the top 10 offenders in a scheme to collect unemployment benefits while still holding their jobs.</p>
<p>Nathan described a major offender as an individual who fraudulently<span class="imgright"><img border="0" align="bottom" src="http://www.washingtonpost.com/rf/image_296w/2010-2019/WashingtonPost/2011/07/08/Local/Images/NATHAN003_1310160240.jpg?uuid=w7PWoKmoEeC8PsYuKDjalg" width="228"/><br/><span class="blog_caption">D.C. He said among the top 10, six are OSSE employees and two are employees at the University of the District of Columbia. He said the OSSE employees were mostly bus drivers. OSSE provides transportation for special education students in D.C. public schools.</p>
<p>On Monday, <a target="_blank" href="http://www.washingtonpost.com/local/dc-politics/dc-workers-face-firing-for-unemployment-fraud/2012/02/06/gIQAFviNuQ_story.html?sub=AR">the District government suspended nearly 90 employees</a> for receiving the payments. Another 40 former employees were also implicated. City officials estimate that $  800,000 in benefits were doled out to working city employees since 2009.</p>
<p>“The most egregious cases will be referred to prosecutors,” Nathan said at the mayor’s bi-weekly news conference Wednesday.</p>
<p><a name="pagebreak"/></p>
<p>Nathan said workers who received payments signed documents claiming that they were unemployed, which would put them in violation of the city’s False Claims Act.</p>
<p>“In every case, we will try to get the money back,” he said.</p>
<p>Nathan said there does not appear to be a “ring leader or collusion.” Instead, employees saw a hole and took advantage, he said.</p>
<p>Lisa Mallory, director of the <a target="_blank" href="http://does.dc.gov/does/site/default.asp">D.C. Department of Employment Services,</a> <a target="_blank" href="http://does.dc.gov/does/site/default.asp"/>said some employees have already been terminated since Monday but she did not know how many.</p>
<p>She said most employees were placed on administrative leave, stretching to 15 or 30 days, depending on their contracts.</p>
<p>Nathan said the city did not want to risk lawsuits from employees who could claim that the city did not follow policy in their terminations. Each employee has been given the opportunity to “explain in writing what happened,” he said.</p>
<p>“We are going to give them due process,” he said.</p>
<p>Mayor Vincent C. Gray (D) attributed the alleged fraud to poor supervision of the benefits program in the past. “The controls were insufficient,” he said.</p>
<p>Mallory said a U.S. Department of Labor grant allowed the employment agency to install the technology and increase controls that began detecting fraud last year.</p>
